Note the class split: the M4 unlocks through the Assault progression at level 20, but the suppressor and the scope unlock through the separate Infantry and Career tracks. Is the M4 worth $2,800 over the AK-74 or Galil?

Yes, if you can afford the wait to Assault level 20 and the price tag. The M4 fires 150 rounds per minute faster than either the AK-74 or the Galil, and that extra fire rate shows up directly in time-to-kill: against level 2 armour the M4 drops a target in 363ms, against 451ms for both the AK-74 and the Galil. The trade-off is cost and unlock timing, not power. The M4's feel does divide players, though, so run it in the range before you commit the cash. Ammo and armour on the M4

The same rule that governs every rifle in WARDOGS applies here: standard rounds are fine while the lobby's armour is thin, but once level 3 and 4 armour shows up, switch to armour-piercing or the M4 starts feeling soft. Armour tier, more than any attachment, decides most rifle fights, and each armour level above the target adds roughly another round to the time-to-kill.

The M4 runs loud for a level or two

Because the M4 unlocks through Assault at level 20 but its suppressor unlocks through the separate Infantry track around level 21, you'll likely be firing this rifle unsuppressed for a stretch even if you've been leveling Infantry alongside Assault. Budget cash for the multi-caliber suppressor early if staying off the minimap matters to your playstyle.
